Unless there's more to the story than meets the eye (always a possibility), it seems a group of Kentucky carnival and circus owners have been swindled by an Illinois surplus lines agency, Richard Brooks & Associates, that was never licensed to do business in the Bluegrass State, and who allegedly peddled phony certificates of insurance attesting to coverage from Lloyd's of London underwriters that Brooks was never authorized to represent.
Prior to the Kentucky DOI's warnings, Brooks was tracked selling apparently phony certificates to operators in Pennsylvania, Florida, and North Carolina.
P.T. Barnum is no doubt rolling in his grave at the sorry state of the huckster industry, such that one of their own could be so easily taken in so pedestrian a scam as insurance fraud.
